In my opinion, the best time to start a Twitter account is BEFORE you have anything to promote. There are far too many book authors and illustrators who wait until just before their book launches before joining social media. That's a mistake, because not only do they have to learn how to use it properly in a hurry, but it's usually painfully obvious to others that these people are only joining because they have a book to promote.
